It is part of an evil quest which she will give you and if you give it to a men and tell him it is nymph hair, he will be stuck in the tower FOREVER and she will be free. But it only works on one person, the pretty hostile thief you find in one of the floor is the target, just go to him and be nice, then give him the lock of hair and the deed is done.
