I ran through it got the bird and it killed Xcar, who is Xcar, was I supposed to know him from BG1?

Yes, he is one of the several NPCs from BGI who made guest appearances on BGII, Xzar is an "evil" necromancer who travel with his buddy Montaron (who is also "evil").

so um, it is ok to watch them die by the Hapers hands? Since they are "evil"

Montaron is dead already, but the next time you gain entrance to the Harper Hold you can find his body in one of the chest on 2nd floor.
As for Xzar, his death has no real significance in the story of the game, I believe the Harper quest continue regardless.
