Where can I find Renal in the docks district?
and how can I get one of my characters to overcome fatique? Resting doesn't seem to do it.

Resting properly for seven or eight hours WILL get rid of fatigue. Try resting in an inn.

Renal is in the Shadow Thief Guildhall in the north-west of the docks district. The entrance is right near the mad priest of Cyric and guarded by a thief. Go in, past a merchant-thief behind a desk, and up the stairs to the second floor and then follow the room southward until you find him. It's not too hard.

Reynal is in front of a bldg in the southwest corner of the Docks area, if memory serves me correctly.

If it is regular fatigue (not level drain) then resting should do the trick. Check your game options and see if you have 'rest till healed' chosen. That makes the characters rest as long as needed each time you rest. This can be a problem,though, if you have time sensitive quests. Alternatively, just rest another 8hrs. Should work.

Gymscat, you mentioned only ONE party member was fatigued? Would that happen to be Jaheira?
