How do you get in the Pimlico building in the Temple Dist'?

2) That's part of Korgan's Kaza book quest, only accessible when the quest is active.

Accord and I seem to be answering all the same questions so i'll try to get this one in first.

Pimlico estate is part of Korgan Quest and the prison is part of the bard stronghold quest

One time I told the guard that "Yes, Jan was selling me . . . illegally." My quest log suggested that I needed to go to the Prison in the Government district to pay his bail. I didn't need him at the time and I didn't have the money to post bail -- so I left him there.
