at what level do monks get quivering palm, and how exactly does it work?

I think you get it around 14th level but I'm not sure. My D&D books are in storage. To use it I would guess its in you "Special Abilities" section (the star on the bottom right of your screen). I havent tried the monk yet so I'm not sure. Good Luck!
