Just out of curiosity, what are the official rules for dual classing? Can an elf dual class? (I don't see why not)

And you have to be at least level 9, right? What are all of them?

Only humans can dual class, other races can multiclass instead. The difference is that dual class is the changing of one profession to another, and multiclass is specialising in two things at once. Maybe it's because humans have one-track minds, I don't know, that's just the rules. You only need to be level two to dual class, but you need at least fifteen of your first class' prime requisite and seventeen of your secondary class' requisite - say you want to dual from a fighter to a mage. You'll need to be human, above level two, and have at least fifteen strength and seventeen intelligence. You get your first class' skills and proficiencies back after you surpass its level with your second class. Don't know what your last question was referring to.

But just to clarify, my elf could multi-class before the game starts but once the game has begun will I be able to multi/dual class?

Only Duel Class no multiclassing

Once you set up a multi-class character, they can not be changed short of cheating (shadow cheater). Only humans can dual class in the game.
