I completed the skinner murders quest in the bridge district and after the last fight the tanner escaped. Now I´m in Umar hills, bought the *History of the Zhentarym* book as told and solved the name riddle.
Playing a good party I want to find the tanner and finish him off once and for all but the only thing that happened is I´m told to bring some Silver Dragon´s blood. Then the guy leaves.

Is there any possibility to confront the tanner - I don´t want to kill a Silver Dragon ???

You'll run into the tanner when taking a quest in another town.

You will meet this guy in Trademeet.
After doing all their quests, you will be the town-hero.
Then a woman will go to you, and asks for your help with a kiddo named Tirdir.
Go to his house, marked on your map, and talk to him. Agree to help him with a little research.
Now go to the western exit/entrance of the city, and a knight will talk to you. Tell him what you are doing, and he will tell you that he is investigating in the same thing. Agree to meet him.
When you come to the place you are supposed to meet him, you see a woman and the knight standing, and Rejiek Hidesman lies on the ground. They will tell you to kill him. Talk to him instead, and you will find out that he is the real woman, and the fake one is Rejiek.
Now you figh them, and kill them.
