The Robe of Vecna is only available if you have the collectors edition (or appropriate download) and must be purchased from Diedre who is standing upstairs near Ribald in the Adventure Mart Waulkeen Promanade. - Curdis

ok, I don't have the collector thingy, but what do you mean with 'appropriate download'?

The 'appropriate download' is a file which essentially gives you the goodies on the two bonus CDs. The preorder bonus CD is a merchant called Joluv in the Copper Coronet (near Anomen), and the Collectors Edition bonus CD is Diedre (in the Adventure Mart). As I bought the preorder collector's edition I can not help specifically with the location of the download. - Curdis (damn freeloaders)

I bought the collector's edition, and both merchants were there, at least I think so, but the down load can be found through a link on Ironworks home page.
