where, when and how can i get a license for castibg spells in town??!!!

In the big building in the Gov. district, from the mage standing to left when you enter.
Personally, I never waste 5K on the license - just kill the cowled wizards everytime they gate in, and eventually they'll stop, plus you'll have gotten some good spells from all the corpses. |
In the Council of Six Building in the Government District in Athkatla is a wizard called Corneil (or something similar). If you pay him 5000 gp, the Cowled Jerks won't bother you anymore.

I'm not sure if timing is an issue but ... (spoiler to follow)
. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . The license costs 5000 gp and can be obtained from the government building in the government district. I don't remember exactly WHO you need to talk to about it though. |
The 5k is well worth it. Sometime you meet small fools who are easy to kille with magic. So you save huge time when you can cast magic in the town.

Don't waste the money. The small fools can be killed with swords (clerical magic is not verboten, by the way), and for the few times you get caught by something tougher, just duck into a nearby building. I guess big brother only cares about the outdoors, and what people do in their own homes...is THEIR business!

For what it's worth, I suggest spending the money. There are several conflicts that can and will erupt as you travel in town, and you will get your metaphorical butt handed to you on a tin platter if your party is the only one that can't cast spells. Underline and italicize this assuming you've paid the Shadow Thieves their money, and become the enemy of the Undead. The latter really, really won't like you after that, and if you're accosted outside at night, magic will be your only friend.

I have soloed a Sorcerer and never paid a single gold piece. There are ways to survive. ;)
