ok.....I talked to cecil about the green and black mages, and then I walk outside ....AND...nothing....Am I missing something? Why does the mage leader not show up? And when he does, where is he located? please help!!!

if you really want to know where ployer and his mages are... they are in the slums in the derilect house... norhten east of the map.. somewhere there near the pirate ship

Its not that!!! I found ployer, but he is too strong.... I need to bribe the mage leader, but I can't find him.

ployers to strong!! Mayb you should set your game to easy. That fight isn't hard at all. Well, it's get a lot easier if you can bribe the mages, Jaheira will take him out with 1 blow. In my game, the mage leader was just outside the government building after talking to that guy.
