He's in the government district. Wears funky clothes. Carries a crossbow. Talks to you as soon as you go near him.

I passed up on Jan's initial offer and I believe he said he was going to his home in the slums to open up another turnip shop, so you may want to look for him there if you didn't take him on earlier and sent him packing.
