Second question if your reputation is like 1 do storekeepers sell you stuff??

No, it can't go below zero. I don't know about storekeepers not selling you stuff - I was slaughtered by cowled enforcers and Amnish soldiers before I had the chance to get to a shop on the one (well, okay, seven) occasions my reputation dropped that low.
