You meet him when you join Mae'vars guild. He is on the second floor of the building and may join you if you complete certain missions first. Renal Bloodscalp, one of the Shadow Guild's leaders, will recruit you to infiltrate Mae'Vars guild.

Oh yes, Mae'Var's guild house is in the docks between the tavern and Cromwell.
