how come i can never get the use item to work
at the bottom of the screen.

even pressing f8 has no effect.
what items does it mean??

the only items i can use are the quick ones.

That button is for any equipment that has any special ability. For example the Ring of Earth Elemental controls Charm Earth Elemtal ability will be listed in that menu.
