I think I remember I read something about a NPC who feeds boo with cake or alike and Minsc complains to you. Anyone of you remember who was it ?

where do u find Jan and what is his class and alignment?

Jan Jansen: Gnome, Male, Mage(Illusionist) and Thief multiclassed, Chaotic Neutral
He can be found in the government park in Government District.
