Near Ferro, there's a room with bars on the windows and a whole heap of chests inside. How can I get in?

Nope. You can only use some machinery to get the stuff that's supposedly in there. It's not even a real room.

It's on the floor above. You access it in the King's chambers. Examine every wall and pillar carefully when there.

You will also have to collect some pieces of paper to obtain the goodies in the safe deposit (that's what that treasury is).

Yah, four things can be had from there, one of which lets you in a room with a very nice chest.

Oh I see! So it's like, that's the store room and when you cash in your deposit slips some gremlin scurries down and collects your stuff from there? Cool! Except it's a big tease, all those lovely chests that can never be opened ;)

yah. Cruel. I drove myself nuts. I saved a save in there and went on with the game my first time through and danced that party around Rapaxland for a week before i gave up and started playing another party. I like to finish a game twice before i look at any boards, and i was torn between playing a thorough game or finishing #2 fast so i could find out about these things (i also tried forever to get into the inaccessable, unfinished areas)

Did anybody else think you could get to the chest in the fish tank in the Rapax Zoo? I did, until I saw the chest lid flapping up and down.

And if somebody tells me you can get to that chest, I am gonna cry.

No. And i wanted to fight that leatherback in there...
