I’ve just explored this area, and I’m a bit baffled by it, there seemed nothing here apart from a Hoggar called Rex. Is Rex important? Am I missing something here?

if I remember correctly, you don't need to be a Templar. You only need two
of the devices. If you have them, someone ( I forgot who ) tells you, that
an army of Rapax has left the Rapax area with unknown destination. After that
the Rapax Away Camp is there.

Ferro tells you that the king wants to see you at the rapax away camp as soon as you become a templar.
