Can someone help??

I've been searching for Sgt. Rubble at the gunnery for a very long time. I already have the 5th level pass after rescuing Glymph, and I have dived into Bayjin Shallows and killed Nessie.

After searching the previous answers on the forum, no one seems to have answered the question,
"what if Sgt. Rubble is missing?"

Is there any way to get the Mook Letter without finding Rubble?

I have the 12/23 patch installed. Is there another patch I am missing?

1. I have not heard of Rubble missing.
2. How did you get a level 5 ID without Rubble? You messihg with an editor/trainer?
3. I've played it with the patch, Rubble is there.
4. Quite a few signs direct you to the training area (Rubble) and also the general's HQ on the same sign.

have you been to covert ops and found the 5 flags ?

I had the same problem, expected him to be at lower level. He is on top cave area waiting for you. But if you already have done tasks for him at the upper level, such as the 5 flags, you may be at the underwater training. If you forgot to talk to him before diving and leaving the area, you won't see him again. The quest was to put the breathing apparatus on and go back to him to talk. You will be stuck with a quest in your log, but it turns out it is just bad bookkeeping. No reward that I can remember, so don't worry. Ignore it. Drove me crazy trying to solve a bugged quest.

Has anyone gotten xp for returning the I.D. tags found near Nessie?

I tried returning the I.D. tags to a couple different Umpani. All they said was stuff like "we'll look into it" or "gee... there dead?".

I thought it was odd that they had scripted lines like that and no xp reward.
