I don't remember exactly where I got this from, maybe it was near Ferro's where I just wiped out an onslaught of 21 Rapax things, but I have recently come into possession of a pair of winged boots.

Does anyone know what this does? It doesn't look like it allows me to fly or anything

I think your hoping for too much, sorry! I guess you just found the Mantis Boots, which are really nice, although I prefer the Snakespeed boots, which are also sold by Ferro. You can't fly with them, they "only" have pretty high armor class and give you a +5 bonus for dexterity...
