Does it come off of Bandits alone? Or can any of the Higardi Rogues (Bandits, Highwaymen, etc.) drop them? Killed 100s and all I've picked up are Mercutio's Blade and the Thieves Buckler.

I recall seeing the cloak for sale at one of the merchants, but don't recall offhand which one, except that it's not in Arnika. Might have been Crock who had it.

According to Obverse Reaction's itemtable taken from the programmers' database, the only ones who drop the cloak are Bandits.
