My Bard just got the special skill PowerCast (from INT = 100). Does it do her any good? I can see that it is doing things for my mage, and that he is increasing skill in it with time (up to 60+ now). But I wonder if the Bard's music is considered magic?

Powercats on a bard/gadgeteer is worthless. Although the effects on instruments/gadgets are spells they are reliant on the Music & Engineering skills. Powercast only affects characters that cast spells through spell realm/mana skills.

Increasing str,pie or vit on a bard is more worthwhile as those 3 stats increase stamina & that is what is consider'd a bard or gadgeteers mana.

Any class of character that reaches 100 Int will receive the powercast skill, regardless of whether or not they can do magic.

For classes with no magic - bards, fighters, gadgeteers, and rogues - that isn't too useful, unless they change to a spellcasting class later on.
