what happens to items which have spell charges in them once you use them up?

They become useless for that particular spell/ability. But if you sell them to an NPC when they still have one charge left, you can buy them back fully recharged and it normally doesn't cost you much more than you sold them for originally.

You can try selling them anyway. The worst that will happen is that you find out they don't recharge or that the NPC won't buy them.

But I'm pretty sure that once they are completely out, that usage is gone for good.

i have sold mana stones back when they had nothing on them. i got them back with 3 recharges.

i have also sold back burning spears that have lost their spell, and got them back fully charged.

i think some things disappear when you use the last charge, and of course, those are gone forever. i haven't tried everything. but lots of jewelry doesn't disappear, so maybe it would be recharged, too.
