I've explored well nigh the whole of Marten's Bluff (except for the city, which I couldn't enter), but there seems no special place for me to use the perfume...

You need to come in the city ! When you are outside of Martens Bluff you can "use" the katapult and climb up the wall ... once inside you will find a maschine which drops a "dummy" in the elevator room...
use the parfum on the dummy.... and then smash the rapax ;)

And there are some other important things you find in the "city"...
