Within Lower Bluff you need to go over to side with the entrance from the mines. Head down the long hallway and make your first left. Go up the stairs to Marten's Bluff. Search around and you will find another set of stairs going down. The teleporter room is just up the hallway on the left. I would recommend setting a portal here.
