U must rescue Anpani soldier(in Bajin), and the general give you the 5 level pas

That's actually incorrect. When you complete the Mook allience quest, Rubble gives you the lvl 5 pass and sends you to the general. He then gives you the lvl 6 pass and the task of rescuing the soldier from Bajin.
