Now I got to the part with disarming the bomb and ready to step through the portal in Queens quarter, but portal there leads inside tempel in Arnika not The Savant Tower, am I forgetting something?

I havent cleared the Umpani-Trang hostage mission yet and having Domina Vi and The Android in my party....I dont think it has something to do with that but am not sure

You'll want the other portal - not the black one - in that same general area (but the Tower Portal is hidden behind......).
