If you give Antone in Arnika the following items he can craft you an item(Featherweight):


Tanto Wasp Wings - Various, such as Swamp
Plumed Serpent Feather - Bayjin
Djinn Eye - Mt. Gigas flag-capture mission, Mountain Wilderness

I found plumed serpents in the Mines area as well, so you can get the feathers from them (if they drop them). If not, wander around a bit and see if more spawn. (The Mines is a HUGE spawning zone).
