Apparently there is a bug and the crossbows can be used by thieves for some people and not for others. (depending on game version?)
IIRC I could use them, but I could be mistaken.

Great example. Awhile ago, I was roleplaying BG I with a thief, using bolts of polymorphing... how evil! Well, my thief couldnt' use any kind of crossbow. huh?

I just reinstalled BG I for another go at it, this time with a Thief/Mage, and *am* able to use them.

Not idea how the glitch works, however.
