Ok, I got the BoS from one of the guys on lvl 2 of the Cloakwood mines. So I said "I want Adjantis to have these", but his primary weapon right now is Spider's Bane, which grants Free Action. Now,,, the BoS and items of free action conflict usually,,,so I said "let's give them to Imoen",,so I did. No increase in movement speed. Are these boots nerfed? Seems like they worked the first 2 times I did this game. BTW, I'm playing the game "tutu'd" if that makes a difference.

Assuming that you don't have Imoen wearing a Ring of Free Action (which you could have if you've got ToSC installed), or otherwise under Free Action or a Slow spell, the Boots should work just fine. If they don't, it sounds like you should tell the folks at PocketPlane about it.

Ok, I shut down for some shuteye and reloaded. Gave the BoS to Jaheira and tested them in some open areas of the Cloakwood. Jaheira gets to the destination significantly faster. However she does not have the *haste* icon when they are equipped, and it seems to me you should get that.

There is no haste icon for BoS. You just have an upped rate of movement.
