OK, so is there any class of mage that allows me to utilize all spells on scrolls or is that just "Mage Class". The only mage I've played was dual class so does that effect their ability to use certain types of magic, or can evoker spells as an example truly be used only by a specialist mage evoker?

The 8 Specialist Mages are not restricted to their own school of magic--you would think this is so, but sadly this is one of the places where the D&D rules simply don't make sense. Instead, each of the specialist schools has 1 or 2 Opposition Schools, whose spells they cannot learn. For example, the schools of Evocation and Enchantment are in opposition, so an Invoker cannot scribe Enchantment spells into his spellbook and an Enchanter cannot scribe Evocation spells into his spellbook. The pure (nonspecialized) Mage is the only Wizard in BG1 that can scribe every spell.

Regardless of School, all Wizard spells can be cast directly from the scroll--a Necromancer can use a scroll to cast Invisibility, for example. Wands can be similarly employed to cast spells that would normally be off-limits.

In BG2, the rules change a bit: You can no longer Dual to a Mage kit, and you cannot use Scrolls from your Opposition School(s).
