How do you do the mouse over on the placard signs. I'd loike to use tha in a mod I'm working on and can't figure it out

The text you're reading there is nothing other than the name of the sign.

Make sure you click the 'Useable' box too.

I always wondered why people had to make scripts for pop ups when you can do this easily. Silly..
