I think I'm going to make a Bugbear Black Guard named Bobo.

Who dual wields katanas. Now that sounds like fun.

Or would it be better (more bopful) if he used 2 flails?

It depends on who your fighting. If they are immune or resistent to slashing damamge then go with flails.

and vise versa.

You making this using Leto ? or CODI ?

Codi is used to make character Bic files. You can use it to make Weimic and Brownie races using the CEP.
