I could have sworn I saw a particular screen with wolf-riding goblins in it...but obviously that isn't in the game at all and for the life of me I can't find it now...delusions or what?

I've seen the hak-pak, but nothing official.

You are getting the Morrowinds second expansion game Bloodmoon confused with the SoU expansion they came out close to one another. Yes on the Island in the Bloodmoons setting there is a Goblin tribe of mountain Goblins that ride on wolves and they carry spears like they are jousting.
So don't worry you haven't gone completely Mad.
