Do you think a 1st/2nd level character is powerful enough to take on a Vampire rogue? My plot doesn't work if that isn't posible. Also, what level do you suggest before battling liches?

I'm guessing that it's conceivalble for a fighter class character with enough healing potions to kill a vampire rogue. However, I doubt all classes will have success at that level. Also, aren't those suckers immune to normal weapons? Beginning characters with normal equipment might have a problem there...

Not sure about liches. You might try throwing together a quick module with any monsters you're interested in and try defeating them.

I edited some of the curst creatures, scaling them down for a 3-4 lvl character to handle. They used to regenerate, have damage reduction, and loads other special abilities, not anymore. If the creature fits the story, you can tweak it's stats for balance.

Ryan, that'd be a damned hard fight... u could even it if you DMed or scripted some 'random' event to help out the PCs?

What if I have the vampire be fighting a powerful spider, and have it be poisoned? of course, then I'd have to deal with the spider. ;)

If it's possible to edit the vampire's stats like Chewy mentioned then I'd just lower the sucker's health and then maybe explain his condition in a dialogue prior to battle. For instance, maybe the vampire hasn't dined in a really long time and he's lured the party into his lair for dinner.

Just check what the vamps Cr (challenge rating) is. If it is below 3, then you might be ok.

How about putting in a more powerful NPC character (an insane vampire hunter for expample) to aid the PC in this battle?

I don't know how vampire are implemented in
Neverwinter but with D&D 3rd Ed. Vampire is
a template you give to a creature. This
template boost the CR by +2. This template
give some powers to the base creature, like
damage resist 20/+1.
Il you make a 1rst level wizard a vampire, he
will be only CR 3 and it could be slain by
a 3rd level character (having a magical weapon
might be very, very handdy). The computer AI
isn't very smart and has somme difficulty using
the cool features of vampirism (like gazeous
form too retreat, ...).
