IIRC you need to gather three pieces of information that point to Luskan as the cult HQ.
1. In the orc/goblin/bugbear caves north of Port Llast
2. From a Dwarf near the spirit of the wood (Newerwinter wood)
3. From a human in a house in Charwood

Give their journals to Arin Gend and the way will be open.
