Is bartering a skill? Is it a feat? How do you use it?

It's neither. You never barter in this game.

I may be that your charisma and alignment affect prices, but I don't have any information on that.

Barter is the skill to trade items safely in multiplayer, so I guess it has no use if you play only in solo.

I know some serious scritpers are working on a barter system. It's only a matter of time before these are finished an made available in custom mods.
