So I just worked out that intelligence affects the amount of skill points you get to allocate when you level up. And then I found a ring that gives +1 intelligence. So if I wear that when I level up, will I get more skill points? Or does it go on your base points?

nope it goes off your base stats, but if your a mage it might let you memorize more spells. Also wizdom also effects skill point i found out, i started a charecter with 14 int and 14 wiz and i was getting 6 points a level.

Wisdom does not give you extra skill points. Some classes just get more skill points than others.

Taking a potion of fox's cunning does seem to give my character an extra skill point or two. It won't work for constitution, because hp total is checked on the fly. If you put on a ring of constitution, your max hp should increase immediately. If you then take it off, they'll go back down.

actually it happened with the same class and same race strange in my opinion mabe it was just because it was a monk though.

Also, from the manual (pg. 173):

Skill Points Per Class

Barbarian: 4 + Int modifier
Bard: 4 + Int modifier
Cleric: 2 + Int modifier
Druid: 4 + Int modifier
Fighter: 2 + Int modifier
Monk: 4 + Int modifier
Paladin: 2 + Int modifier
Ranger: 4 + Int modifier
Rogue: 8 + Int modifier
Sorcerer: 2 + Int modifier
Wizard: 2 + Int modifier

Humans get +1 skill point.

All classes start with x4 skill points at first level (and the bonus for humans listed above is multiplied, too).
