Spirit of the forest encounter slowed me, and the "slowing" will not go away. Used Restoration potion, healed by temple of tyr, potion of speed, nothing helps! I am getting really frustrated with just walking, let alone fighting... grrrhhh! Advice please!!!

go back to temple of ty and ask them to heal you.

Have already done that and I am still slowed :(

you mean that stupid deer did it to you and there's nothing you can undo it? err...try reloading to an earlier save game.

Did you try resting?
