What do I do? Is there some kind of teleportaition thing on the ground and if so, how do I activate it?

If you're talking about the Beggar's Nest district, just look for a staircase that goes down.

You have to go in a house south of the Snake Cult entrance to get the ward that lets you inside. Then go back to the Snake Cult house, go inside, and kick cultist butt.
