I have a sneaking suspicion that it's a "tracking" beacon. Is that true???

yep, just keep it with you, you'll get three quest from that.

actually you should only get 1 from it. the other 2 quests you actual have to talk to the new guys that show up in the bar.

I removed the ring after he told me it was tracking me.. i still got the quests from guys who walk up to you in the bar, warning of some monster...

The ring dissapears anyway, once you enter Luskan... I laughted to myself when Soloman told me that it was tracking me... a pity I couldnt have replied: 'Bring it on, I look forward to it, but somehow I doubt you'll survive *this* meeting with a (former) child of Bhaal...' or something similar... heh.

just put the ring in your inventory, it will disappear once yuo enter Luskan.
