With like each clan having a base and stuff? Of course a non-clan meber would have to do it.

Yup, thats all going to be possible. You can even link it to the H.Q of a rival clan so you can attack their base as well.

I have undertaken to write a mod for the hyenas. It would certainly be feasible to link together several mods, to create an IW multiple-clan world. I like the idea.

Why doesn't each clan do their own adventure with quests and the like, as I intend to do for the hyenas, then we can link them together and include some common areas - a fighter's arena, a mage's arena, bards playhouse (I could do that one) that sort of thing.

That would be cool.
