No.
Becouse BG2:SoA is 2 edition rules, so if ToB has 3 edition rules they must have made a whole new script. And that takes time.
And if Tob got 3 Edition rules the originale game can't work together with the ToB. Think the this: you start on BG2:SoA when you have installed ToB, SoA is a 2 edition game, but you have installed the 3 edition, what happens? The whole game would crash.

You also have to understand that the ruleset that we use in BGII is a modified version of 2nd edition. It some properties of both but leaning towards 2nd. The programmers just thought they should end the series with the basics that they started with instead of changing it in the middle.
The new rules of 3rd Ed. will go along with the new game NWN.
