I've looked all around the serpent temple..both before and after the temple. I haven't come across him yet. Is there another place he may be hiding, like around Ishad'Na or something like that? Haven't even been near Ishad yet because I wanna try to finish up as much as possible first.

You should find him somewhere between Ishad N'ha and the Oracle Caves. Check all the forests paths off to the east of Ishad N'ah.
