I had a load of people already do this quest and have moved on to finding his treasure.

I now have a party memeber who is new to the guild and has been given the quest but now he won't accept it.

Is there anything simple I can do?

If you blessed it or enchanted it he will not take it.

The real reason is that there is too much in his inventory (his slots are full) - pickpocket a hook or two back off him so that your remaining party members can complete the quest.
