I plan on playing a thief through baldurs gate, get the class kit in baldurs gate 2, and then dual into a mage. My question is will I be able to wear armor and cast spells at the sametime if I dual from a thief to a mage? Or do I have to be a mage and then dual into a thief?

Thanks for the help for whoever answers.

It doesn't matter if you dual mage to thief or vice versa, you'll not be able to cast spells while wearing standard armors.

However, there are some armors in BG2 that allow spellcasting. These are rare, though.

Since Mage Robes technically count as armor, then yes, you can wear armor while you cast spells. But if you meant that kickass Shadow Armor that you love so much, then no--although you CAN still cast spells from scrolls while wearing armor.

Wearing armor that is forbidden by one of your character's classes will block the skills of that class: Wearing armor that a pureclass Mage cannot wear will block the casting of any Wizard spells (Priest spells can still be cast), and wearing armor forbidden to a pureclass Thief will prevent you from Picking Locks, Picking Pockets, or going into Stealth. (You can still Detect Traps while wearing heavy armor, but you'll need to remove it if you want to Disarm them.)

Using Helmets, Shields, or heavy weapons will have no negative effect on the skills of your "weaker" class.

when you dual class... do you start off uor new leval at the leval your currently are EX) if i have a leval 4 theif and dual classed would i have a leval 4 fighter and stop progressing in thievery?

When you dual your thief to a fighter, he becomes a fighter on lvl 1 and stops progressing in thievery (although he still has all the thieves points from before).

But he will first be able to use his thieves skills again when he reaches 1 level more in the new class:

Ex:

Wannabe Hitman has reached level 4 as a thief, but likes to hit the enemies hard with his sword instead of sneaking up to them and stab them in their backs.

In other words: He wants to be a fighter!

He is human, has 18 in Str and 18 in Dex, so it is possible to do so by dual classing.

He is now a level 1 fighter and he cannot use his thieve skills at the moment. He still has the HP he once gained as a thief though. He will level up the normal way as a fighter. Once he reaches level 5, he is able to use his thief skills again (ie. lvl 4 thief skills).

Please note: eventhough Wannabe Hitman is now a fighter, he doesn't gain exceptional strength as single level fighters do, when they have a Str of 18.
