You must talk with Scanthril, just outside Ishad N'ha near the burned-out house. Ask him about a "JOB". Make sure you ask for the job, because just agreeing to do the favor to find Grundel won't do.

When you complete the task, go back to Scanthril. He'll ask if you completed the job, say "Yes". You'll get the Assassin's dagger then.
