North of the stout mines there is a small inlet in the trees (if you are following the eastern path after going north from the mines). At the end of this you will find a chest and a burnt body. The writ is on the body!

You find it on a charred body just north of the Stout Mines in a VERY hard-to-spot cul-de-sac (the trees obscure it somewhat). Here's the general location (if it's still on my server):

Look out for the Werewolf! He's just to the west of there, after you find the writ.
