I've already triggered the Leprecaun quest yet haven't found the Leprecaun anywhere. I know his pot of gold is after the shrine of Anephas. Everyone on the forum said he was so hard to catch. Am I supposed to find him before his gold? Thanks.

He is on the main Island before the Shrine. I don't think you can be there long and miss him though I don't think it affects the quest.

You don't have to catch him or kill him to fulfill the quest. The quest is fulfilled by finding a particular item in the Leprechaun's treasure. His treasure is stored outside of the area where you will meed Kerah in the Temple of Isis/Anephas' Tomb (with the Sphynx outside).
