The toad Mekdawa running away is something like a bug. The only way to give the potion is to have the active character ready to give it, and then start running after him, and click on him as soon as you get near.

To give the toad the potion do as carg said. Get onto it in "Give" and run in front of him then stop. Quickly you must click on him. The thief, He's either on the road to the graveyard or on the road to the lake. It just takes a while to find him.
