I am sure this has been answered before, but I got tired of going back more than 20 days. Anyway, I am not sure at what point I got the quest to kill ramakamil, but I think I have gone back to as many land points as there are, and still I cannot find him. Is he in Collaseum, or in the temple? Strumbold does not say where to find him. If anybody can tell me where to look I would appreciate it. Thanks.

He's usually found in the sandy trails in the southeast part of the Enchanted Isle.

I always found Ramakamil just beyond the area with the leperchaun, on your way from the enchanted sea to Anephas' Shrine.

Thanks guys, I appreciate it. Yeah, I finally found him, as he was on that offshoot on your way to the sea leading to Anephas' shrine.
